Sauce:
1. In a small saucepan combine all the sauce ingredients and bring to a boil over medium-high heat.
2. Reduce the heat to low and cook, stirring often, until the tomatoes have broken down and the sauce is thick and rich, 5 to 10 minutes.
3. Taste for seasoning, transfer to a bowl and refrigerate.
4. Serve sauce well chilled with shrimp arranged around it.
